At his response to this last night, the candidate provided a five minute campaign statement and did not address the video. One newscaster said he "played the victim". There are calls for him to drop from the race and resign his position on the City Council
Video of him taking the piece of mail out of the mailbox is in the link. The mail piece is easily identified and they have video of the piece being delivered. Frankly, taking the piece of mail makes him subject to the US Postal Service. In this case, it really is a "federal offense". As others have said, it shows a major lack of judgement and (dare I say it) maturity.

ETA: I just dawned on me its also against the law for anyone other than a postal worker to put mail in a mailbox. Just one more to add to the list.
