Brazil’s President Jair Bolsonaro on Thursday ratcheted up assertions of potential fraud in next year’s presidential election, suggesting it could be canceled unless the voting system is reformed.

“Either we do clean elections in Brazil, or we don’t do elections at all,” he told supporters in capital, Brasilia.

For weeks, Bolsonaro has insistently cast doubt on Brazil’s electronic voting system, in place since 1996, by claiming elections have been marred by fraud, most recently his own in 2018. He says he should have won without a runoff. The nation’s electoral tribunal last month ordered him to present any evidence of fraud, which he has yet to do.

This week, Bolsonaro said during a live broadcast on social media he could reject 2022 election results if he loses.

Trump adviser Jason Miller made news on Tuesday when Brazilian authorities allegedly questioned him for hours after he attended CPAC Brasil 2021, held in Brasilia.

Miller, however, wasn’t the only denizen of Trumpworld to attend the conference. Rather, the decision by an as-of-yet unnamed Brazilian authority to question him highlights a series of bizarre links between Brazil’s leader Jair Bolsonaro and the American right.

First off, why is there a CPAC Brasil?

CPAC did not return TPM’s request for comment. CPAC chair Matt Schlapp issued a tweet after the Miller debacle, however, referring to his presence there as part of CPAC’s “delegation” to the conference.

CPAC appears to have sent more than a “delegation.” The American organization’s website describes the Brazilian gathering as another “CPAC conference,” this time held overseas, and says that it originated from a friendship between Schlapp and Bolsonaro’s son Eduardo.

Supporters of President Jair Bolsonaro answered the far-right leader’s rallying cry on Tuesday and took to the streets in cities across Brazil, stoking fears of violence at the hands of his most radical fans and sowing uncertainty over the country’s democratic health.

Hundreds of thousands of Brazilians poured into the streets of major cities across the country, clad in the yellow-and-green soccer jerseys that have become a symbol of the Brazilian far-right. Some draped massive Brazilian flags over their shoulders or wore face masks stamped with the colors.

Bolsonaro appeared at the protests in Brasilia and São Paulo, amid cheers and applause, firing up his fans with a tirade against his enemies. “I want to say to those who want to make me ineligible in Brasília: only God can get me out of there,” he told the crowd of supporters in São Paulo. “Warning to the scoundrels: I will not be arrested.”

In Rio de Janeiro, the president’s supporters spilled into the city’s iconic ocean-front promenade, singing and chanting the president’s name. Some waved signs demanding the dismantling of the Supreme Court and a return to paper ballots—echoing Bolsonaro’s bitter attacks on democratic institutions.

“We are here supporting our president but we are also here supporting our democracy,” said Kátia Menezes, a retired government worker who came out in support of Bolsonaro, clad in a soccer jersey printed with the word “Brazil” on the back. “We are here fighting for our democracy, for our institutions which are being corrupted.”

“Gut the whole Supreme Court—none of them are worth anything,” said Maria da Silva, a shop worker who came to the protest unmasked but clad in yellow-and-green from head to toe. “Our president needs to govern and they won’t let him.”

This is the highest amount recorded for January since 2015, the National Institute for Space Research (Inpe) said Wednesday, citing provisional figures.

Inpe uses satellite imagery for its analysis, using a rapid survey to examine the changes to the forest in real time.

The Inpe figures are therefore able to indicate how the official deforestation rate might develop in relation to a given year. The annual rate is for the period from August to July.

At the COP26 UN climate conference, the Brazilian government announced it would end illegal deforestation in the Amazon rainforest by 2028.

Experts fear the latest data could indicate an increased risk of another devastating year for the Amazon.

Between August 2020 and July 2021, some 13,235 square kilometres were deforested in the region, according to Inpe.

This marks a 22 per cent increase on the previous year, and the largest area of deforestation since 2008.

Bolsonaro is likely on the path to going full on denial.

Brazilian President Jair Bolsonaro on Tuesday did not concede the election he lost to leftist Lula da Silva in a brief speech that marked his first comments since results were released two days ago.

But afterward, Chief-of-Staff Ciro Nogueira told reporters that Bolsonaro has authorized him to begin the transition process.

Bolsonaro's address didn’t mention election results, but he said he will continue to follow the rules of the nation's constitution.

“I have always been labeled as anti-democratic and, unlike my accusers, I have always played within the four lines of the constitution,” Bolsonaro, flanked by more than a dozen ministers and allies, told reporters in the official residence.

Bolsonaro lost Sunday's race by a thin margin, garnering 49.1% of the vote to da Silva’s 50.9%, according to the nation's electoral authority. It was the tightest presidential race since Brazil’s return to democracy in 1985 and marks the first time Bolsonaro has lost an election in his 34-year political career, including seven races for a seat in Congress’ Lower House.

Much like former U.S. President Donald Trump, whom Bolsonaro openly admires, the far-right incumbent has repeatedly questioned the reliability of the country’s electoral system, claiming electronic voting machines are prone to fraud. He never provided any proof, even when ordered to do so by the electoral court.

That has led many political analysts to warn that Bolsonaro appeared to be laying the groundwork to reject election results.

His brown shirts are taking a page out of the playbook of Canadian and American brown shirts.

In recent days, and without a public statement from Bolsonaro, truck drivers and other supporters of his blocked hundreds of roads across the country. Many said the election had been fraudulent and some called for military intervention and for Congress and the Supreme Court to be disbanded.

Earlier Tuesday, Brazil's Supreme Court ordered the federal highway police to immediately clear the roads.

A majority of the court's justices backed the decision, which accuses the highway police of “omission and inertia." Failure to comply will mean its director can be fined up to 100,000 reais (more than $19,000) per hour, be removed from his duties and even face arrest. Federal prosecutors in Sao Paulo and Goias states said they had opened investigations into the blockades.

By noon Tuesday, highway police said they had removed 306 blockades, but more than 260 were still in place.

“There is no doubt that, even though he might not be directly responsible for these actions, everything he has done as president stoked this, especially questioning the electoral process and the ballots,” said Williams Gonçalves, a political science professor at the Federal University of Rio de Janeiro.

If the military backs him, democracy in Brazil is dead.

• Bolsonaro also didn’t call on his supporters to end the hundreds of roadblocks they set up in protest against his defeat as they waited for him to speak.

he White House said on Monday it had yet to receive any requests from the Brazilian government regarding Bolsonaro's status, but the former Brazilian president's presence on U.S. soil has put Biden in a corner, with few good options.

Way to sneak in at the last moment.

Three U.S. sources said Bolsonaro had almost certainly entered on an A-1 visa, which are reserved for heads of state, diplomats and other government officials.

Normally the A-1 is canceled after the recipient leaves office. But with Bolsonaro having left Brazil before his term ended, they suspected his A-1 was still active.

One of the officials, who has experience with the cancellation of visas for former heads of state, said there is no set time limit on how long someone can stay in the United States on an A-1.

"We're in uncharted territory," the official said.

In response to Reuters questions, State Department spokesperson Ned Price said anyone in the United States on an A-1 visa no longer engaged in official business must depart the country within 30 days, or apply for a change of immigration status. Price said he could not comment on an individual's visa status, but was speaking in general terms about visa rules.

"If an individual has no basis on which to be in the United States, an individual is subject to removal by the Department of Homeland Security," Price said.

Brazil’s Supreme Court has ordered the arrest of Anderson Torres, who until Sunday served as chief of security in the country’s capital Brasilia, according to the English-language Brazilian Report. Torres is a former Justice Minister under ex-President Bolsonaro. At the moment he is on “vacation” in the United States. Torres is at the center of suspicions that pro-Bolsonaro authorities were negligent or worse in security preparations for Sunday’s demonstrations.

Former Brazilian President Jair Bolsonaro has applied for a six month tourist visa to extend his stay in the United States, which began two days before he relinquished the presidency. The Financial Times reports that, according to Bolsonaro’s lawyer, the time to process the request could itself take “several months.” So it doesn’t sound like Bolsonaro is planning to return to Brazil any time soon.

Since the Jan. 8 coup attempt, Bolsonaro’s legal position in Brazil has become increasingly perilous. There are now multiple investigations into various aspects of the events of Jan. 8, in addition to investigations of his tenure in office.

Bolsonaro first came to the United States on an A-1 visa, a class of visa reserved for foreign heads of state and high-ranking diplomats, a status he had when he arrived but lost two days later. Once a foreign visitor loses that diplomatic status, the visa is generally withdrawn and the visitor must must either leave the country or request a new visa within 30 days. That 30-day period basically just tolled.
